Why Tooltips disappear?

I have an application that supports Dock and Undock using a tool bar item. Every tool bar item has a tooltip text. When my application is docked the tooltip appear. When I undock I open a new window and put a control that contains my toolbar in a new window. Suddenly the tooltips diappear. When I dock back the tooltips appear again. What is my problem?

This is probably because the control is not receiving the MouseOver. Are you using our Xceed Docking Windows? If so, can you send me a sample that reproduces this?
