Any way to alter the z-order of the forms that open when a built-in tool from this toolbar is clicked?

I am also wondering about this. Specifically when calling
Markers.FillEffect.ShowEditor() method how can this "canned" dialog be the topmost dialog?

Not sure if we refer to the same thing, but here, it is the topmost dialog. What do you get exactly?
